Ali Majlis (Supreme Assembly) of the Nakhchivan Autonomous Republic

 

Legislative power in the Nakhchivan Autonomous Republic is exercised by the Ali Majlis (Supreme Assembly) of the Nakhchivan Autonomous Republic, which is elected for a period of 5 years and consists of 45 deputies on the basis of the majority electoral system. Any citizen of the Republic of Azerbaijan residing permanently on the territory of the Autonomous Republic may be elected as a deputy to the Ali Majlis in accordance with the law.

 

The Constitution also defines the circle of persons who are prohibited from passive participation in the elections to the Ali Majlis of the Nakhchivan Autonomous Republic. The Supreme Court of the Nakhchivan Autonomous Republic verifies and approves the correctness of the election results. From 1995 to 2023, the Ali Majlis shall hold two consecutive sessions each year. On 1 August 2023, the new Internal Statute of the Ali Majlis of the Nakhchivan Autonomous Republic was adopted. At present, the Ali Majlis meets every year for two consecutive spring and autumn sessions. The spring session begins on 1 February and lasts until 31 May. The autumn session begins on 30 September and lasts until 30 December. Extraordinary sessions of the Ali Majlis are convened by the President of the Republic of Azerbaijan, the Milli Majlis of the Republic of Azerbaijan, at the request of 16 deputies of the Ali Majlis of the Nakhchivan Autonomous Republic or by the Chairman of the Supreme Assembly on his own initiative. During its term of office, the Ali Majlis is in recess twice a year - from 15 July to 30 August and from 1 January to 15 January. The deputies of the Supreme Assembly are considered to be on holiday during the holiday period.

 

The newly elected composition of the Ali Majlis is authorised when the powers of 31 deputies are confirmed.

 

Four committees of the Ali Majlis of the Nakhchivan Autonomous Republic were established by the Law "On Committees of the Ali Majlis of the Nakhchivan Autonomous Republic", adopted at the extraordinary session on 1 August:

 

● Committee on Legal Policy;

● Committee on Economic Policy;

● Committee on Social Policy;

● Humanitarian on Policy Committee.

 

In accordance with article 96 of the Constitution of the Azerbaijan Republic, the Ali Majlis has the right to initiate legislation in the Milli Majlis of the Azerbaijan Republic.

 

The right to initiate legislation in the Ali Majlis of the Nakhchivan Autonomous Republic belongs to the deputies of the Supreme Assembly, the Prime Minister of the Nakhchivan Autonomous Republic, the Supreme Court and the Procurator's Office.
